Apparently the ionosphere bouncing is unreliable and was mostly used for very long range broadcasts on Earth (and is still used by the military so they don't need to rely on infrastructure). So the Birrin might still want a tower for more reliable comms on the regular

Fun fact about shielding neutron radiation: The best materials to use are those that contain lots of hydrogen nuclei, so water or hydrocarbons. Probably a big old chunk of plastic, or tank of water!
