... Perhaps a textless story where we follow a young woman going about her day through streets and markets of Victorian London, interacting with people, but each panel featuring a common character on the background (an edge of a cape, the top of a hat, etc.)...

Brings does have form for dark stories,evident in 'When the Wind Blows' and the end of 'The Snowman.'
Brings style may lend itself to a Jack the Ripper story too...

I suspect the difficulty is going to be the 'non-driver' element.

I agree, though, that they can be frustrating if used improperly: That was always a criticism of the 20+ seasons, which, especially with the CW-DC shows, got frustrating with all the forced-melodramatic b-plots (if not filler eps).
What I do miss, though, are some of the inventive 'bottle' episides

If used properly, the filler episode is a useful opportunity for an audience watching week-by-week (a model which most shows have returned to, to prolong subscriptions) to consolidate and review the plot before moving on. But I can see that it's frustrating if you're binging them.

Further conversation to be had, or rather reviewed, on the [ethics?] of public domain vs. cultural appropriation, especially as non-european mythology folklore is experiencing greater representation and becoming as ingrained into the western cultural consciousness as, say trolls and dwarfs, etc.
