The calligraphy was written by Guo Songtao (郭嵩焘, 1818–1891) a prominent Chinese diplomat, scholar, and writer during the late Qing Dynasty. He is best known for being one of the first Chinese officials to travel abroad and for his contributions to Chinese diplomacy in the 19th century.
