What is Seymour is doing is trying to frame the terms of the "discussion" he supposedly wants. It's not about categorizing people by race, it's about the terms of a specific treaty signed in respect of how sovereignty was to be transfered and governance maintained.

I can be a bit harsh on Holland, mainly because there are a lot of World War II books, but I do feel he got it right with this one, really nailing the tone of the brutality of it all, including on civilians.
