That's easily said when you can manage the impact of climate change on your life by buying a better air-conditioning system. Not quite the same thing for large parts of the globe where entire ecosystems and the dependent agriculture are being disrupted.

A veto only on matters of national security, yes. That hasn't stopped EU from progressing so far. The EU is fundamentally a union of states.
