Both are really easy. And both have a good modding scene. I'd personally pick the vita first if you can find a good deal (PSPs go for reallllly cheap)

There is no real reason to stay on windows 10 if your PC supports windows 11. All the microsoft bullshit has come to 10. Both versions have the same cons (outdated ui sometimes, forced updates, etc.)
