When I took intro physics, people would write the entire textbook on their note sheets and then complain that the exam was too hard because they couldn't find the information they needed

It is not so easy for the government to just revoke the 501(c)(3) status of a university, or to block student loans from going to the school, etc., for arbitrary and 1st Amendment-violating reasons.
But what if there's a "compact" that explicitly says, we the university agree you can do this to us?

In 6th grade my teacher thought I plagiarized an essay because I used "abnormal vocabulary" (at the time I was hyperfixated on the Merriam-Webster dictionary website 😭😭😭)
