My personal comment is we escaped to this city from the real life world because we picked up the game and the MC is a reincarnation of ourselves.

I'm pretty sure they do just only in Japanese. Seen Lewtwo posting official concept art for the Indigo Disk characters before the Tera Leak.

Also I'm pretty sure back in SwSh era the artworks of Gmax Kingler/ Gmax Garbodor was also leaked out by the official artbook before the game released.

I honestly don't know. The tera leak stuff that has been circling in private are majorly ZA stuff, and even those stuff were not concept arts. In fact I genuinely don't know if there are some not leaked out concept arts in this sense, people who leaked stuff don't really care about that.

That I honestly don't know. My educated guess is some early game areas (islands) may have that kind of artworks already. Seemingly the timing was too early for the actual Pokemon concept art sheets to get to the server they data breached (likely still being worked by individual designers)

I think that depends on what you define as a concept art. As far as I understand (not "know" since I only heard it from others) the Gaia stuff in the Tera leaks are still in pretty early stage of development. There are pieces of stuff that seems to be used as some in game effects but it's - (1/2)
