The US allowed over 250,000 refugees from Ukraine since the start of their conflict.
As far as Palestinians, HAMAS will not let them leave because they need them as a human shield. This is why Biden was trying to set up a pier to get them supplies and that was quickly destroyed by HAMAS.

I would go with defense mechanism. There are many who feel that way but have no will to find each other to implement the change.
