Papua New Guinea's demands are motivated by politics and shame.
The policy captures the permanent involuntary resettlement development plan which will become part of the development program. The plan shall capture the scope of land and the resettlement site. The socio economic information and data has to be mapped out and documented for better planning. The stakeholders' participation in the negotiation, planning and resettlement project formulation and designing processes are very important. The resettlement budgeting and financing is the key component to move the resettlement exercise. This has to be identified in the initial discussions of the resettlement development processes. Land in Papua New Guinea is not that easy to acquire because 97% is owned by customary landowners. This means a negotiation has to be done with the landowners and the stakeholders to come to an agreement to make land available. The Department of Lands and Physical Planning and the permanent resettlement committee shall assess based on the feasibility studies and the reports submitted by the Mineral Resources Authority (MRA) or the Mine Project Company. The lnvoluntary settlers have to be identified thoroughly and census has to be done. Their assets and other properties have to be taken into a full documentation. Only the genuine landowners from the SML or ML and the project affect areas has to be identified.
