I hope I'm not overstepping by recommending these, but I like using www.bulkrenameutility.co.uk
and www.voidtools.com for finding and renaming stuff!
Very handy tools, much better than window's own search, too.

if the filenames already have the name in them, you can just search for them and tag everything that comes up.
Searching by colors might also work well since you tend to have very distinctive designs for your characters

Unless you're very used to browsing via some other app that requires it all to be in one place, you could just drag and drop it all in there. I'm not sure if it automatically recognizes an existing folder structure though...

I have mine on my OneDrive so it's safe from ever being lost.
Just tried, and both Clip and PSD files work. They generate a Thumbnail and all.
It will accept all sorts of animated formats, too. from gifs to mp4s. Animated previews, too.

Have you heard of eagle?
It's been my tool of choice for tagging and categorizing references and such.
It pairs wonderfully with PureRef, too!
(...just....ignore the AI shit they unfortunately used for examples images..)
It has a very handy browser Addon for quick saving, too.
