You’re completely correct, up until this fully occurs the system is doing what it was specifically designed to do: to use checks & balances and procedure to stop tyranny. Until the courts make a ruling about separation of powers and it is ignored and enforced by Trump anyways, the system stands.

I’ve noticed this too! On TNG Dr. Crusher and Counselor Troi have non rank prefixes, but for everyone else there’s no reason why Lt. Torres can’t be swapped for Ms. Torres. Rank and Mr. are interchangeable for male officers. T’pol comes to mind cause male mononym characters like Worf get Mr. often.
