He still does not understand (or is lying) about how overhead works. It is 60% on top of the other amount, or 38% of the total. And not all of the total is usually eligible for overhead so the amount will be less even

You should look up what were the health and environmental consequences of this worst disaster in US commercial nuclear history. The nuclear industry is focused on safety above all else and the regulations are incredibly stringent (especially since TMI-2)

There are no nuclear reactors in Seattle. There is one in eastern Washington. The plant they are supporting to restart is in Pennsylvania
