Mexico is a beautiful place, good choice

for reference this is when I first got my hair done vs now (little over 1 month later). unfortunately blue is hard to keep it blueing. but I've also been blonde and I do agree its better than toning lol

I have blue streaks on black hair (got them done at a salon) and some have held up and some washed out pretty quickly. I think it would look good just be prepared for frequent touch ups
