Bandori's really good about that in general; most limited banners get a rerun a year later (and should eventually be in the Girls Memories gacha) and the old dream/kirafes cards are also in any new dresm/kirafes banner

Yes! The only ones that aren't are the dreamfes/kirafes cards and the various limited banners (and event cards, but they're available in the Michelle sticker exchange)

IMO playing Sekai can be a bit of a detriment, in that they're very similar but the timing's a bit different, so it's mostly just practice; if you haven't yet though, turning up the note speed can help depending on how you play. Made a big difference for me!
