Can’t the governors of these targeted blue cities/states call in the National Guard to protect the citizens? Preemptive strike?

Look at the physical condition of these masked “police offers” dressed in worn out jeans and vests indicating “police” while the abuse people they are arresting. I think most of our police officers are in much better shape than that. Who are these guys?
