Any ballistic missile defense system with the capability to protect against launches of ICBMs and SLBMs (as well as long-range cruise missiles) launched against any target in the United States would also buy default cover Canada. This is whether Trump wants it to or not.

He didn’t make an official offer. He mentioned this in a speech which means a simply in his own head.

The point I was making is not about any offer. It’s about the fact that any system that would cover the continental United States would automatically cover Canada.

Of course they’re not considering the offer. Besides, by virtue of geography, if Trump manages to create the system, he thinks he’s planning to create. It would automatically cover Canada.

The implications of whether or not this is a bribe aside, the fact that the cost and time to complete the upgrades necessary to allow this plane to actually serve as Air Force One undercuts the entire argument made by Trump at his administration for accepting this “gift.”
