He rented the truck so I'm wondering if the flag wasn't there before he got the truck. Most rentals don't rent trailer hitch which comes off. So if a prior renter, even several back, left it on and no one noticed (we'e seen this a fair amount in renting trucks), it could be from one of many renters.
