In my 2007 book on Brazilian environmental politics, we said the same thing in the first chapter: there are few countries where the pro-environment and anti-environment forces are both so strong. Neither always wins.

Lula is much more hemmed in by a very conservative Congress than in his earlier terms, but some of the decisions - like doubling down on oil and gas - are fully his. And then there are lots of "distractions", like the trial of the ex-president and Trump's 50% tariff, etc etc. COP is not top of mind
