A policy response to a confected problem?

Public opinion has been slow-poisoned on immigration for the last decade.
Proper policy doesn’t stand a chance in this environment.

We’ve spent too long trying to read between the lines when it comes to KS. I’ve gone through many versions of ‘he’s being smart/he doesn’t really believe what he’s saying/he’s moving the politically possible/he’s pro-EU, we just have to wait’.
The simpler explanation is as you said, he’s a coward.

I’ve always thought of Yvette Cooper as being supremely competent.
