Its not a bill. As such the process to release the files passes through Congress because they are asking the DOJ to release the files, not Trump himself. Trump has no direct say in the issue. His hands are effectively tied.

Its not a vote, its a petition. They just need enough signatures they have 218 and 219 to break the tie. If the Repub wins in TN he simply wont sign. Grijalva will, giving them 219 signatures.

Declining to sign doesnt invalidate another's signature.

No, it doesnt. Its not a vote. Its a signature on a petition. Massive only needs one more sig. If the former TN Rep declined to sign or resigned before Massie started to collect signatures, it doesnt matter if Van Epps (R) wins the seat. Massive still has 218 sigs, needing one more (Grijalva).

They just gave up all pressure on Johnson to bring back the House. He can keep them out of session with impunity as he has. There was pressure to fund SNAP. People were not buying that this was a Dem shutdown.
