One of the big obvious problems was that Bluetooth signals do not follow the same constraints as the virus. So it could warn you even if were actually safe.
Low adoption rate skewed the results the other way; If an infection was not reported, anyone who was exposed would not get that warning.

Re: Contact tracing app. It didn’t track locations per se, it tracked pseudonymous identifiers sent by mobile phones to other phones in the vicinity. When an owner of a phone got a diagnosis for Covid, their phone’s ID was posted on a public list. Your phone would recognize that ID and warn you.
