It's a jumper that terminates the bus port in place of the expansion pack. It doesn't functionally do anything except allow the console to complete a logical circuit. Technically a couple copper wires could accomplish the same thing.

I think the problem is more of an education than an infrastructure one. People who have lived their whole lives refueling at public stations don't realize 99% of their refueling time with an EV would just be leaving it be at home or their destination.

I never think about charging stations in mine.
