Follow up: Apparently when you go to the Department of Labor, you can call on a different line and get through to an agent. Done in 10 minutes.
I filed for unemployment in NY on Tuesday and I was told I had to call to confirm my claim with a representative. I have called every day since then and received an automated message that call volume is high and I must call back this week to complete my filing. There is no queue or callback feature.
