States need to increase their support for research (or start supporting it if they aren't already) and give preference to research that is being blacklisted by the federal government.

Northwestern came out with their statement today
"We recommend that absent a written stop-work order or other written notice from a federal agency, Northwestern faculty, staff, students and postdocs who are supported by federal funding move forward with their normal work activities."
