I'd question what labor pool and rules are you going for to get this city labor to shovel everyone's walks. Temp people or labor from some other department? Full time? Pension contribution? Non-snowy days? Use jail inmates?

The onus is on Illinois land owners to shovel their sidewalks. City can ticket land owners for failing to do so.
