I don’t know for certain.

I do know the council and Peel are in the process of changing the agreed lease, but only so that it is between Peel and Fly Donny (rather than CDC)

So once that is done, I’m not sure it would impact the agreements at all.

But again, this is a bit of a guess

Peel still own the land. The council (through Fly Doncaster Ltd) have a lease with Peel to run the airport on their land.

So the offer is for Fly Donny Ltd, so they’re paying for the lease to run the airport. Land would remain in Peel ownership

All this will go before scrutiny committee next Monday, then Cabinet on Wednesday.

If (more likely 'when') it is approved by cabinet, full council is expected to vote on the issue in November's meeting

Finally, the report still references CDC's Cost Benefit Ratio being 9:1

It is worth mentioning that SYMCA has downgraded that to 2:1, which is still incredible, but there is no reference to this in the report

However, the report also states CDC is having and has had extensive discussions with KCs to ensure the subsidy is legally watertight

Additionally, the financial risk of the project has increased from a score of 10 to 15 from Feb this year to now

It appears CDC is expecting legal challenges from private businesses once its subsidy for Fly Doncaster Ltd is done

Extensive notes on the possibility have been offered and risk assessments scores the issue at 20, which is pretty damn high on most risk scales

DSA will use all of Doncaster's SYMCA gainshare funding for a quarter of a century

So for 25years from 2028, CDC cannot use its gainshare funding for anything else no matter if it meets the criteria

It's quite the commitment
