Also, what exactly is meant by 'attainment rate'? Attainment is at a point in time. You can have a rate of progress but not attainment. It's like confusing distance travelled with velocity. It feels like extra words are being thrown in to obfuscate and confuse.

There certainly seems to be an element of that creeping back. Remember those old RAISEonline reports with red and yellow boxes…?
