One of ours was adopted from the RSPCA at 3 months and she makes that noise, along with the cutest squeak when she really tries to meow. We figured that she never got taught how to cat, poor bugger.

She did get fed fairly quickly, and there's no denying that she's the boss, so I reckon you're spot on!
