I've come to terms that as long as the general populace is fed and happy the structure of the government is irrelevant. The powers that be love democracy because it allows upward mobility without having loyalty to the state.

A presidential pardon is kind of ridiculous anyway because it assumes that either they have details the police, investigators, lawyers, judge, and jury didn't, or they do and decide to override the public's will anyway.

This isn't really supported by modern scholarship, but I suspect that astrology was a guise for control and wisdom, like Hesiod writes about the Gods but he's really writing about something else. If you are dealing with a superstitious society, it's much easier to say the stars tell you something-
