I was surprised to see Svalbard in green, and assumed it was a mistake (it has very strict rules on who can stay there).
But there is a (sort of) university there which is (sort of) free.
Apparently new students spend their first day learning to use a rifle -- Polar Bears are a bit of a hazard.
