Ugh, that's frustrating. Electric can still shave too close if you're pressing too hard or taking to aggressive an angle. But you're right, in-grown hairs should be less frequent.

Use a single blade razor if you are not already. :)

This could offset your skin's natural pH levels (normally slightly acidic), and lead to dryness and itchiness. Glad it's working for you, but switching to a single blade razor should also help and not disrupt your skin's microbiome.
