For instance, you can have a gif layer things on top of each other (animations are just this + a delay), so you could have a common background that gets shown, then 0ms delay, then frontground. Amazing! A tier!

Anyways, I think CI time is fine to spend on silly tests as long as developers can run a fast subset of tests locally.

- Unfortunately `pip` has a bug on Windows + PyPy which causes caching of dependencies to reliably fail when they get updated.
I like a strategy of marking tests as slow then having `--run-slow` in CI only.

Otherwise maybe you could change the implementation of `flag_is_active` to be patchable? Like it just calls `_flag_is_active` or something and you patch that? IDK.
