yeah. Congressional Democrats are def gunshy, but they're stupidly gunshy about something that, iirc, never really did Republicans much harm when they shut down govt (didn't do them much good either, just a political stunt, which is precisely what the Dems need).

It's in scare quotes, so whoever made it presumably has someone in mind who merely says they're a "progressive," or is somehow not living up to the appellation.
