The main reason that this is not the case is the polarizing effect of US voters only picking a single representative for a given region. That being a congressman or a presidential candidate. This "winner takes all" system makes it really hard for a new party to get any representation!

I don't think so. Unless you are constantly thinking about programming problems. Natural language, on the other hand, is all over our environment and always present in our thought process.
