It seems to me the Dems don’t want to risk being blamed for a shutdown - they feel they are on a glide path for the House and maybe the Senate.

In the Senate they need 60 total votes to avoid a filibuster.
If Dems wanted to have a shutdown (as they did in Q4) they could force one.
I bet you 7-8 Dems will vote to pass the funding CR.

I hope you are right - but they did vote to reopen the gov by approving the funding that had all the increases for ICE and the other wild priorities in it.
In return they got a show vote in ACA extensions, but nothing else.
