Can also recommend having only Pinned Collections "on". Then Modify Pinned Collections to only contain "Map", "Videos", and "Recently Deleted". This made my experience as similar to iOS 17 Photos as possible.

For me this worked: Updated iPhone app to 1.91.1, force closed the app, and then reopened the app. There's a red celebration emoji at the top center to tap.

Somehow after all these decades, putting pixels correctly on screen (think drivers/fonts/characters), and putting ink on paper (think PC LOAD LETTER) is still so difficult.
