Frankly this is my stance on ALL of our preparedness grants right now. Be VERY cautious about obligating any funding in the current environment.

I'd say at the minimum your university is less than adept at public information.

One would presume that FY24 & prior grants would be safe given that Congress has already allocated funding through budget appropriations. But that doesn't mean the WH can't slow walk reimbursements to every extent possible or worse. Everything is made up and the law doesn't matter. Plan accordingly.

That was my thought as well after reading the EO. Major changes are coming, but not as immediately as feared. We have many months, if not until the end of the year, to figure a lot of things out.

Many states have long needed to take more action to dedicate adequate resources themselves, for sure. They rely too heavily on outside assistance. I'm worried about every states ability to adjust to the forthcoming changes. Those who underfund are gonna be hit the hardest. The people, that is.

No FEMA is an absolute disaster for all states. It will erode state abilities to prepare in advance, respond with adequate resources, and help their communities recover. FEMA provides the framework that all state/local entities rely on and staffing will have to substantially increase, even in MN.
