I just found out that Woodlands past Deep Cove up Indian Arm is a community with lots and houses - it's outside the urban containment boundary and the district doesn't want to service more units out there (this is a partial explanation)

there are a few legal lots on the mountains, but there's no expectation they would be serviced. one person had a legal lot in this category, put a small structure on it and DNV made him tear it down. He took the district to court and lost.
