The statistics are for a specific time interval. The current prevalence is more accurate with respect to the current risk of infection. Those who had the diseases in the summer would be presumed to no longer be contagious.
Including them would artificially lower the current risk.

Fentanyl (F) is 100 x more potent than morphine, carfentanyl (C) and Lofentanyl (L) 10,000 x.
Aerosolized F/C/L could cause a respiratory OD under the right conditions, although it would not drop you in your tracks.
Don't assume that they can't cause a problem.

I believe that your comment refers to Trump, but your writing would be much clearer if you defined "his" and who that refers to. It's ambiguous as it stands.
