Does that mean that anyone can dump toxic chemicals into whatever water supply they want without consequence? That seems exceptionally dangerous. Especially companies that want to harm specific groups of people.

They're cutting SS, Medicaid, and Medicare. These people won't end up homeless, though. They'll arrest them for vagrancy, and the prison system will have to somehow care for thousands of people with dementia and Alzheimer's. It's going to be chaos.
