It would seem an easy solution, at least as easy as it was to send out that email, would be to send out a waiver to the same parties, good until the crisis (ignored by administration, whined about instead of addressing by republicans) is over.
The USDA sent an email to grocery stores telling them they are prohibited from offering special discounts to customers affected by the SNAP funding lapse.
I'm aware of at least 2 stores that had offered struggling customers a discount, then withdrew it after receiving this email

It only smooths out the shifts if they are willing to work together. Republicans are going out of their way to avoid doing just that. Remember, they have already removed two other filibuster rules in 2013 and 2017. That's all worked out really well, right? 🤦♂️😥
Eliminate the filibuster and you get a pendulum swing of federal policy. The filibuster smooths out the shifts. Interesting to note the “big beautiful bill” that is responsible for the current shut down was hustled through the senate with only 51 votes due the the budget reconciliation loop hole.
