This quite niche: people in TA/SH who work but still qualify for at least 1p of UC are passported to full HB, but there is an income range where they just float off UC and HB drops by more than earnings increase. Smoothing taper in that range is what's being announced here.

The LCW supplement for people allegedly disicentivised to work by benefit rates was already abolished 8 years ago. LCWRA was not, because even the Tories recognised that it was not aimed at people who can do anything about being out of work

Yes, LCWRA is for people who cannot even prepare for work, temporarily or permanently (eg profound LD). No point trying to bully or incentivize them to work. Some (not me) say it's too easy to get LCWRA, but its purpose is to allow people who won't be able to work to have some dignity and comfort.
