If the Cuban govt is destabilized (or falls), is the US prepared to fix the crumbling infrastructure? We can't even fix it in Puerto Rico! If life becomes intolerable, Florida is just 90 miles away & a weak govt won't be able to stop the exodus of Cubans. Will Stephen Miller build a wall at sea? 4/
