Quick fix that I use,
Insert 2 row table - insert Fig in first row and caption in second (since it’s a table, your Fig# and Ref# doesn’t have any issues) -> Select Center Position with Tight Fit for figure and remove all borders for the table! It’s all set and you can move everything easily around
