This is a weird case where I think the American definition is actually older, since “flap” refers to flipping or turning something in a pan. The British flapjacks are a 20th century invention and I don’t know where it came from.

No, they can’t. No fillibusters allowed in budget reconciliation. He’s using a loophole only available to him as minority leader called the “magic minute”, where he gets to speak as long as he wants, but only he can do it.

It’s 5 am est, Americans aren’t watching this (except a few weirdos like me). He’s trying to delay the vote as long as possible. That’s why he’s speaking so slowly. The magic minute means he can speak as long as he wants/can.

What do you mean, “gave him time”? He’s the minority leader and he’s using the magic minute. He’s the only person who can.
