My issue with the content is that the risk analysis is written with the protection of the healthcare worker as the goal and not the protection of the patient. So the first paragraph of this section seems problematic.

Not good enough. It doesn't address the fact that low income households are currently receiving thousands $$ every year in carbon rebates in their bank accounts. His solution is to make EVs, appliances and home insulation cheaper?? Guess who doesn't buy those things? Low income households.
