That's charitable. I read it as Congress is dumb and Maduro sucks, so getting in the president's way must be unconstitutional.

Finding the balance between describing what's new and unique about a situation and what just part of the natural ebb and flow well-explained by others before is one of most difficult scholarly tasks. The best I can do is aspire to it.
