If it were to be added, I suspect it would be less likely to be LATIN SMALL LETTER I WITH HEART, and more likely to be COMBINING WHITE HEART ABOVE.
(Although since that adds an entirely new combining mark, you could actually add both simultaneously without breaking normalisation form stability.)
