It’s not required, might be depending on the what FDR was installed. It is required to log how much power each engine was developing, if the engine was shutdown it would be 0 otherwise you will always have some residual power

They only stop recording when they aren’t receiving power, either all electrics failed or they pulled the circuit breaker
